Title 1/Right to Know

Poland CSD is a Title I school. Being a Title I school means receiving federal funding to supplement the school’s existing programs. The funds are used to:

  • Identify students experiencing academic difficulties and providing timely assistance to help students’ meet NYS standards.
  • Purchase supplementary materials and supplies.
  • Conduct parent involvement and engagement meetings.
  • Recruit/hire/retain highly qualified teachers.

Parents’ Right to Know

As per the new Title I legislation, ESSA (Every Student Succeeds Act) previously titled NCLB (No Child Left Behind), you may request information regarding the professional qualifications of your child’s classroom teacher(s) and paraprofessionals staff.

You may request the following information:

  • Whether the teacher has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provided instruction;
  • Whether the teacher is teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived;
  • The baccalaureate degree major of the teacher and any other graduate certification or degree; and
  • Whether their child receives services from paraprofessionals and, if so, their qualifications; and
  • Whether the child is provided services by paraprofessionals and, if so, their qualification.

Parent/Family Engagement Policy

The District recognizes the importance of a parent and family active participation in the education of their child. The District therefore shall involve parents and family members of eligible children in the development and implementation of innovative programs and activities to ensure the delivery of appropriate educational services to eligible students.

Teacher Qualifications

As part of the District’s Title I obligations, the District will at the beginning of each school year, notify all parents/guardians of each student attending a Title I school their right to request and receive information regarding teacher professional credentials.

Title I Complaint Procedures

A complaint regarding the District’s administration or implementation of its ESSA Title I Grant or of Academic Intervention Services for students identified under Commissioner’s Regulations Part 100 must be submitted in writing to the Superintendent.

If the complainant is not satisfied with the District’s response after thirty (30) business days, the complainant may submit the complaint to the New York State Education Department by email to CONAPPTA@nysed.gov with “COMPLAINT” in the subject line or mail to the:

If the complainant is not satisfied with the New York State Education Department’s response, the complainant may submit the complaint to the:
